CTC Forms and Guidelines for Construction and Remodeling

CTC — Architectural Review
El Parque has a team of homeowners elected to serve on the Construction Technical Committee (CTC) to review and approve applications for improvements or modifications homeowners are planning to make to their private unit. This review aims to preserve the architectural harmony of El Parque along with its safety, sanitary conditions, quality of life and to assure the rules and regulations established by El Parque and the Municipality of Chapala are being followed.

BASIC INFORMATION FOR HOMEOWNERS BEFORE STARTING A
MAJOR OR MINOR IMPROVEMENT PROJECT IN THEIR HOME:

Step 1 - Decide on your project, ensuring it follows El Parque's architectural standards.
Step 2 - Check to see if the project needs CTC approval using the information provided on the website.
Step 3 - Fully complete your CTC application and place it in the mail cubicle clearly marked CTC in the office, along with comprehensive details, measurements, etc.
Step 3b - The committee will meet once per week, normally on Wednesday, to review new applications.
Step 3c - Once your application is reviewed, you will be advised either in person, by phone or by e-mail of the committee's decision.
Step 3d - The signed or rejected application will be placed in your mail slot. If approved, you must take it to the El Parque Administrator for filing, copying etc. If rejected, further discussion will need to take place with an assigned CTC member. Every CTC application will have a CTC member assigned to that application for follow up.
Step 4 - Allow up to two weeks (or more, depending on the complexity of the project) for the decision process to unfold.
Step 5 - Before beginning work, have your contractor sign a Contractor Agreement Form.
Step 6 - Display a copy of the signed CTC form on your property during construction.
Step 7 - Follow construction hours and rules to avoid issues and penalties.
Step 8 - Supervise your project or hire a manager to supervise it.
Step 9 - Inform the CTC that your project is finished and arrange to have an inspection to verify that everything has been completed as described in your application.
Step 10 - Take your signed CTC form and give it to the El Parque Administrator after the CTC inspection.

What do homeowners need to know before they begin their projects?

Homeowners need to be aware of the CTC Rules and Regulations that are authorized by 1) El Parque Bylaws, 2) Action by the Board of Directors, Annual General Meeting or Extraordinary General Meeting, and 3) Norms established by the Construction Technical Committee.

Homeowners need to understand the Requirements of all Home Improvements to ensure that the project meets the requirements established by El Parque. This link provides both the general requirements along the specific reference authorizing these requirements. If in doubt, contact a CTC member for advice and guidance before completing a CTC Application.

Homeowners wanting to make improvements or modifications to the exterior of their homes must complete either a CTC Application Form Request for Construction Permit, Major Projects or a CTC Application Form Request for Construction Permit, Minor Projects to obtain approval before any work can begin. To assist, CTC created Instructions for Completing CTC Application. Please submit this form to the CTC for their review and approval.

Homeowners must also complete a Contractor Agreement required for all construction projects, regardless of if the work is for the home's interior or exterior. Please submit this form to the administrator, who will distribute it to the Security guards to know which workers are permitted to enter El Parque to perform the necessary work at specific homes.
